South China Sea dispute casts shadow over ASEAN meeting in Manila

The latest flashpoint in the South China Sea has resulted in summons for both Chinese and Philippine ambassadors. The scuffle near the Second Thomas Shoal is also casting a shadow over the ASEAN meeting in Manila.
