12 July marks 10 years since landmark arbitral ruling

It is close to a decade since the Permanent Court of Arbitration in the Hague delivered a ruling largely in favour of Philippine claims in the South China Sea. So far, the verdict remains unenforced with no apparent check on assertive behaviour in disputed waters. But Manila is seizing the chance of a ten-year anniversary mark to return the spotlight on a legal landmark ruling that now underpins foreign policy.
