Free electricity for millions, cleaner municipal audits and billions in municipal debt cuts, the ANC is promising voters a very different local government.
But when municipalities are already drowning in debt and struggling to deliver basic services, the big question is simple, who is going to pay for all of this?
The ANC says more than 26 million social grant recipients could potentially benefit from increased free electricity, while municipalities are expected to reduce their debt to Eskom and water boards by 30% by 2031, and improve their audit outcomes.
