CDE warns City of Johannesburg's non-payment crisis is unsustainable

The Centre for Development and Enterprise (CDE) has found that the City of Johannesburg is facing a deepening financial crisis.

According to the CDE's latest report - Joburg's Broken Budget - the City spends more money than it collects.

This is putting greater pressure on a shrinking rates base and a weak economy.

The CDE says the scale of the problem is stark, with unpaid bills owed to the city by households, businesses and government.

The debt has ballooned from about R15 billion to nearly R72 billion over the past decade.
