So now he's trying a different approach - with North Korea.
Trump has cut back military drills with South Korea, talked up his relationship with Kim Jong Un, and is entertaining giving up on the idea of North Korea ever fully disarming.
It's raising bigger questions, whether he's moving away from force and toward making deals instead.
