Christoph Heusgen, Chancellor Angela Merkel’s Chief Foreign Policy Adviser, explains how the memory of 20 million Soviet deaths in World War II and gratitude for Russian acceptance of German reunification locked German foreign policy into a pattern of deference toward Moscow.
He adds a detail that cuts through that logic: roughly one third of those Soviet dead were Ukrainian. Heusgen also points to a mindset where the big powers negotiate and the countries in between simply have to be managed, a worldview he calls horrible.
