Washington’s renewed contact with Minsk has helped secure the release of hundreds of Belarusian political prisoners. The Trump administration also sees Alexander Lukashenko as a potential backchannel to Moscow and other authoritarian governments. For Lukashenko, every release can be exchanged for sanctions relief, diplomatic access and a measure of legitimacy.
