Russia has introduced sweeping new restrictions targeting political opponents and anti-war Russians living abroad. Vladimir Putin signed legislation allowing authorities to freeze assets, restrict banking and property transactions, and deny most consular services to people placed on a new Russian Justice Ministry register.
Many of the offenses covered by the law, including “discrediting” the military and cooperating with “undesirable organizations,” have become routine tools for prosecuting Kremlin critics. The measures could also leave political exiles unable to renew Russian passports, creating new legal problems for European countries hosting them.
