In a major policy shift, the Department of Mineral and Petroleum Resources (DMPR) has published its draft Strategic Petroleum Stock Policy for public comment.
At the heart of the proposal is an ambitious plan to strengthen the country's energy security by building larger emergency fuel reserves, and requiring the private sector to hold additional fuel stocks.
Supporters say the move could shield South Africa from global oil shocks, geopolitical conflict and supply chain disruptions.
Critics, however, warn that the added costs of storing more fuel could eventually find their way to motorists through higher prices at the pump.
