Former Police Minister Bheki Cele has told the Judicial Commission of Inquiry into Allegations Regarding Efforts to Stop the Investigation or Prosecution of TRC-related cases that the country's specialised law enforcement units face structural challenges because they rely heavily on personnel recruited from the South African Police Service.
Cele said agencies such as the Hawks, the Independent Police Investigative Directorate and the Investigating Directorate Against Corruption often draw their members from SAPS ranks rather than developing their own dedicated career paths and training systems.
