Loopholes in Refugee Act see undocumented foreign nationals overstay

The Home Affairs Department says most foreign nationals in South Africa illegally, did not enter through porous borders. Instead, they arrived legally but remained in the country after their permits expired. Home Affairs Chief Director, Sihle Mthiyane, says many foreign nationals use provisions of the Refugees Act to avoid deportation when authorities attempt to enforce immigration laws. He has been speaking at a provincial government summit on undocumented foreign nationals in Durban.
