India's Permanent Representative to the UN, Ambassador Parvathaneni Harish, addressed an Arria-formula meeting of the UN Security Council, highlighting that Chapter VI and Chapter VII of the UN Charter serve distinct purposes and should not be treated as having perpetual validity. He said Chapter VII measures respond to specific situations, while Chapter VI emphasizes peaceful dispute resolution through dialogue, mediation and arbitration, with periodic review based on changing circumstances.

India also criticized Pakistan for politicizing the meeting by raising Jammu and Kashmir, reiterating that the Union Territory "has always been, is and will remain" an internal matter of India.
