Ukrainian drones have struck Moscow’s refinery for the second time this week, sparking a major fire and sending thick smoke across parts of the Russian capital. Ukrainian President Volodymyr Zelenskyy described the attacks as a justified response to Russian strikes on Ukrainian cities.

- WARSAW & WASHINGTON DISCUSS PERMANENT U.S. BASE IN POLAND
Washington is open to Poland's proposal to establish a permanent military base in the country. The issue was discussed by NATO defense ministers gathered in Brussels on Thursday amid growing concerns over European security and a reduced U.S. military presence on the continent. At the same time European NATO allies pledged $1 billion in additional funds for Kyiv.

- EUROPEAN COUNCIL LAUNCHED
And staying in Brussels, the European Council summit has begun with the participation of Ukrainian President Volodymyr Zelenskyy. European leaders are focusing on Ukraine’s path toward EU membership and efforts to end Russia’s war against the country.
