The second decision is a ₹541 crore fund and scheme approved by the Cabinet today for the replacement of old trucks and buses in Delhi-NCR. As you may have seen, several measures have recently been taken to bring Delhi’s pollution under control. Major emphasis has been placed on cleaning drives, plantation activities, adoption of electric vehicles, creation of charging infrastructure, and a number of other initiatives. The analysis carried out as part of these efforts revealed that 40% of particulate emissions are caused by the transportation sector. Within this sector, the primary contributors are diesel and petrol vehicles operating in the city, whether they are two-wheelers, four-wheelers, buses, or trucks. Among all these categories, trucks and buses are the largest contributors. Therefore, a scheme has been designed to replace older vehicles with modern, lower-emission BS6, CNG, and electric vehicles. Specifically, a replacement programme for old trucks and buses has been approved today. This is genuinely a very good scheme because it creates a natural incentive for vehicle owners to replace their old trucks and buses. According to available data, BS1 to BS4 vehicles emit 67% more carbon monoxide (CO) and 97% more particulate matter compared to BS6 vehicles. Therefore, replacing these older vehicles can lead to a substantial reduction in particulate emissions. To incentivise this transition, the Cabinet has approved a scheme for the replacement of old trucks and buses registered in Delhi-NCR with BS6, electric, and CNG vehicles: Union Minister Ashwini Vaishnaw
