Pappas' vision for uMngeni Municipality

The uMngeni Local Municipality has been ranked as the best-performing municipality in KwaZulu-Natal for service delivery, according to the Provincial Spatial Integration Report.

However, the municipality faces major service delivery challenges in infrastructure backlogs, bulk utility dependencies and national funding constraints.

Despite being recognised as a top provincial performer, its leadership notes that systemic limits restrict its capacity.
