US Justice Department indicts Cuba's Raul Castro for the 1996 plane shootdown

The US Justice Department has charged former Cuban President Raul Castro over the 1996 downing of two civilian aircraft flown by Miami-based opposition group Brothers to the Rescue, killing four people. The criminal indictment, announced in Miami during a ceremony honouring the victims, accuses the 94-year-old former defence minister of responsibility for ordering Cuban MiGs to shoot down the planes. The move comes amid tense bilateral talks and a US fuel embargo that has left much of Cuba without power for days at a time.
