Philippine Senator Ronald dela Rosa remains holed up inside the Senate building, locked in a legal and political standoff for close to 40 hours. The ally of former president Rodrigo Duterte, who is wanted by the International Criminal Court (ICC) for crimes against humanity over his time as the key enforcer of Duterte’s anti-drug campaign, is seeking to evade an ICC arrest warrant. ICC must rely on states that are parties to the ICC Statute to surrender wanted individuals, notes Jennifer Trahan, clinical professor at New York University’s Center for Global Affairs and director of its concentration in international law and human rights. There are no statutes of limitations for crimes against humanity before international tribunals, she tells CNA’s Asia First.
