We were having a family get together in Titusville one year and we were walking along the sea wall and docks and a momma and baby were looking for water, so I turned on a hose and gave them a drink.

That water appears to be the cooling water discharge from the engines. The engines suck in water from wherever they are and circulates through the engine to cool it. The water discharge is warmer.

It's illegal to give manatees fresh water due to the marine mammal protection act. It changed their natural behavior and lures them closer to dangerous boats! So manatees have to seek out freshwater ever day. They also get some hydration from plants. Poor things,!

They apparently love fresh water. Last time I was down to the Florida Keys, a friend that lives down there had a dock and one came up, he said to grab the hose and give it water, in a couple of mins 3 of them were there drinking from the hose. It was absolutely amazing!
I know your not supposed to give them fresh water because they don't want them to become dependent on humans, but it still sucks. They are so gentle and slow.

They do this because people give them fresh water. Some people even keep a garden hose at a trickle for them in the intercostal because its all salt water. No fresh water for them.

They always been my favorite. When I was a kid my grand mother lived in the keys she would take me out side and let me feed them the would come right up to us at the dock and I think I would feed them lettuce .
