1of6 <b><i>The My Lai massacre</i></b> <br>On March 16, 1968 the angry and frustrated men of Charlie Company, 11th Brigade, Americal Division entered the Vietnamese village of My Lai. "This is what you've been waiting for -- search and destr0y -- and you've got it," said their superior officers. A short time later the k!lling began. When news of the atrocities surfaced, it sent shockwaves through the U.S. political establishment, the military's chain of command, and an already divided American public.
2 Poised for Conflict<br>My Lai lay in the South Vietnamese district of Son My, a heavily mined area where the Vietcong were deeply entrenched. Numerous members of Charlie Company had been maimed or k!lled in the area during the preceding weeks. The agitated troops, under the command of Lt. William Calley, entered the village poised for engagement with their elusive enemy.
3 Massacre As the "search and destr0y" mission unfolded, it soon degenerated into the massacre of over 300 unarmed civilians including women, children, and the elderly. Calley ordered his men to enter the village firing, though there had been no report of opposing fire. According to eyewitness reports offered after the event, several old men were bayoneted, praying women and children were sh0t in the back of the head, and at least one girl was r@ped and then k!lled. For his part, Calley was said to have rounded up a group of the villagers, ordered them into a ditch, and mowed them down in a fury of machine gun fire.
4 Call for Investigation<br>Word of the atrocities did not reach the American public until November 1969, when journalist Seymour Hersh published a story detailing his conversations with a Vietnam veteran, Ron Ridenhour. Ridenhour learned of the events at My Lai from members of Charlie Company who had been there. Before speaking with Hersh, he had appealed to Congress, the White House, and the Pentagon to investigate the matter. The military investigation resulted in Calley's being charged with murd*r in September 1969 -- a full two months before the Hersh story hit the streets.
5 Questions About Soldiers' Conduct<br>As the gruesome details of My Lai reached the American public, serious questions arose concerning the conduct of American soldiers in Vietnam. A military commission investigating the massacre found widespread failures of leadership, discipline, and morale among the Army's fighting units. As the war progressed, many "career" soldiers had either been rotated out or retired. Many more had died. In their place were scores of draftees whose fitness for leadership in the field of battle was questionable at best. Military officials blamed inequities in the draft policy for the often slim talent pool from which they were forced to choose leaders. Many maintained that if the educated middle class ("the Harvards," as they were called) had joined in the fight, a man of Lt. William Calley's emotional and intellectual stature would never have been issuing orders.
6 Orders from Above?<br>Calley, an unemployed college dropout, had managed to graduate from Officer's Candidate School at Fort Benning, Georgia, in 1967. At his trial, Calley testified that he was ordered by Captain Ernest Medina to k!ll everyone in the village of My Lai. Still, there was only enough photographic and recorded evidence to convict Calley, alone, of murd*r. He was sentenced to life in prison, but was released in 1974, following many appeals. After being issued a dishonorable discharge, Calley entered the insurance business.

Most immigrants are motivated to do well in their new country, especially if they bring skills that can enhance local economies, and so there is little incentive to break the law. Graham Ousey, a criminologist at William & Mary, and Charis Kubrin, a criminologist at the University of California at Irvine, surveyed more than two decades of research on immigration and crime for their 2023 book <i>“Immigration and Crime: Taking Stock.”</i> The results varied depending on survey design and scope, but generally they found “that long-standing concerns about immigration as a major source of crime are unfounded.” In fact, communities with more immigration tend to have less crime, especially violent crimes like homicide. They also found that immigrants are less involved in crime as both offenders and victims compared with the native-born, including the children of immigrants.
<b>Part 2 of 4.</b> <b>Immigrants do not commit crimes.</b> Similarly, the January update of a 2023 survey using census data led by Ran Abramitzky, a Stanford University economist, found that as a group, <b>male immigrants over the last 150 years have had lower incarceration rates than people who were born in the United States</b> — and that incarceration rates of immigrants have dropped since 1960. Immigrant men today are 60 percent less liked to be incarcerated — a decline that occurred among immigrants from all regions — even though recent immigrants have characteristics associated with being snared by the criminal justice system, such as being younger, more likely not to be White, have lower incomes and are less educated. The study, however, notes that the relative decline might reflect “deeper structural forces disproportionately affecting low educated US-born men” rather than improvement by immigrants. Little evidence undocumented immigrants commit more crime The evidence becomes murkier when you try to drill down to crime by undocumented immigrants. Federal prisons record whether an immigrant is a noncitizen, but they are only a small fraction of the overall prison population. (About 140 law enforcement agencies in half of the states cooperate in a controversial U.S. Immigration and Customs Enforcement program to identify undocumented immigrants in their facilities for possible transfer to federal custody.)
<b>Part 3 of 4.</b> <b>Only one state, Texas, records and keeps the immigration statuses of those entering the criminal justice system</b> (more on that below), making it difficult to make broad conclusions. Ousey and Kubrin, in their book, say that while there have been only a few studies focused on crimes committed by undocumented immigrants, the findings are consistent with the idea that immigrants do not commit more crimes than nonimmigrants. “Results from this small but growing literature are beginning to converge on the conclusion that fears about undocumented immigrants driving crime rates up are, essentially, unfounded,” they write. One exception was a 2008 study that found a link between undocumented immigrants and identity theft. “The states with the highest ID theft rates tend to be those that have the highest percentages of undocumented immigrants,” the study said. Most of the identity-theft cases linked to undocumented immigrants involved a simple motive — the need to steal a Social Security number to hold a job and open a bank account in the United States.
<b>Part 4 of 4.</b> <b>More immigrants less crime.</b> Available data indicates that a relatively small percentage of undocumented immigrants have committed crimes (excluding the fact that they are in the country without authorization). As of September, the DHS says, there were 6.2 million people on the “non-detained docket,” which means they live in the United States while their immigration cases are pending or removal is deferred for other reasons. Of that number, nearly 620,000, or 10 percent, have a criminal conviction or pending criminal charges, according to data analyzed by the House Judiciary Committee. The nature of those crimes is not clear. (The FBI estimates that about 30 percent of the adult U.S. population has a criminal record, such as a felony arrest or conviction, though the figure also includes some misdemeanors.) In 2015, the Migration Policy Institute estimated that a small percentage of undocumented immigrants had felony or serious misdemeanor convictions. About 3 percent had felony convictions and 4 percent had serious misdemeanor convictions. That’s lower than the overall population of the United States, where a 2017 study found that about 8 percent have felony convictions.
