Can't you get the plate off that car around 18m30? It's a bit blurry but it looks like 5 digits. There seem to be many formats for Utah plates but one type is plain black on white 5 digits. I'm thinking 16258, not too sure on the last one. I'm guessing it's clearer before it was uploaded and reprocessed by YT.
