Toronto, Canada recruits police officers from all over the world. The policy is that the police force should look like the citizens they serve and Toronto is very ethnically diverse. The only country that Toronto doesn’t recruit police officers from is the United States because the American police are too aggressive. Defusing and deescalating the situation is the role of Toronto’s police force. US cities would benefit from recruiting non Americans for their police force. It’s working in Toronto, a city the size of Houston Texas.
