Putin appears to have found a new solution to Russia’s growing military manpower crisis: recruit people who were previously considered completely unfit to serve.
Vladimir Putin has endorsed a proposal to use “Category D” draftees – people removed from military registration because of serious medical conditions. In other words, Russia’s recruitment strategy appears to be moving from “Who wants to fight?” to “Who is still available?” The proposal comes as Russia continues to suffer enormous personnel losses in Ukraine, while recruitment struggles to keep pace with casualties. Instead of addressing the consequences of the war, the Kremlin appears increasingly willing to expand the pool of people it can use to support its military machine.
