Eminently sensible policy. In Victoria, this unenforcable policy has turned everyone into criminals. Enough people smoke that now everyone knows someone who regularly engages with the black market. It's giving billions in cashflow to black markets, especially bikie gangs. ABC referencing health officials but never once consulting enforcement officials is entirely missing the point. The 'race to the bottom' would eliminate criminal funding, removing incentives that pay rent for underground businesses, and justify fire bombings. This poilicy is seen in Victoria as another ivory tower folly, and completely detached from reality. It's a major reason Labor will lose here, at all levels. You shouldn't have to do this, but look at the ABS wastewater stats and you'll see how vapid this policy truly is.
