Every European government should start publically discussing every incident of cyber warefare. This stuff goes unseen by the general public, so if every incidence was publicised the public would understand the risk better. Don't give out security sensitive details, obviously, but treat cyber attacks like any other type of crime that is discussed and debated.

Remember when all of Europe immediately accused Russia for blowing up the Nordstream ? If Russia has interests in dissuading Germany to get involved, the Ukrainians have even more interest in pushing Europe to join the war. Conducting a drone operation on the EU strongest countries would be a very reckless strategy for Putin because it could backfire into definitely convincing the people that Russia is their enemy and must be stopped, which would totally work in Ukraine's favor. So instead of jumping the gun and pointing the finger at the usual convenient suspect, we should wait for careful and unbiased investigations first.
If Russia can have north Korean troops then it should be 1:1 fair that Germany sends troops, and north Korea should also be a valid military target since they produce munitions and are an active part of the war
