There is a drain there tight toba sump pump that and the water back outside. Those kids probably clogged the drain with leaves and beer cans. Its a frat house. They aren't staying on top if any basic homeowner maintenance. As a matter of fact, if I was the landlord I'd be using this to sue them for not taking the proper steps to avoid this issue.
